Boyce C. Bailey, CPA
Founder & Owner
Boyce has extensive experience ranging from running the corporate tax department of a large public retailer to CFO experience for regional, privately held service companies and CFO/Tax Director outsourcing of a start up technology company.
Boyce was at Albertsons, Inc. from 1992 to 2004. A $35 Billion Retailer in 36 states with distribution and manufacturing operations, Boyce served as VP Corporate Tax from 1998 to 2004 where his responsibilities included:
Income Tax Department - 20 salaried, 4 hourly associates
State & Local Tax Department(direct and indirect taxes) - 9 salaried, 18 hourly
Property Accounting Department - 15 salaried, 44 hourly
Albertsons experience includes:
- Founding member participation with the WorldWide Retail Exchange (the largest B2B retail & supplier company with 56 member Companies worldwide) on both the founding financial committee and tax committee. Served as the tax matters partner for the Exchange for initial 3 years of existence.
- Due diligence, planning and implementation of approximately 25 acquisitions ranging from 1-store deals to the 1999 acquisition of American Stores Company ($19 billion in sales).
- Successfully managed the people issues involved in the integration of two large retail tax departments consolidating the Salt Lake City (American Stores) and Boise (Albertsons) departments into one location.
- Responsibility for the planning and integration of various Oracle modules related to the tax and property accounting departments. This has included oversight involvement in general ledger, A/P & fixed assets.
- Tax Provision - total responsibility for all aspects of tax provision for 12 years including conversion to FAS 109.
- Financial Statement and footnote responsibility for all related tax areas including interest deficiency and LIFO.
- Numerous multistate and Federal tax planning projects encompassing franchise tax opportunities, various self-insured benefit planning ($10 - 100M annually), Intercompany debt ($4M annually), ESOP dividends ($10M annually), captive insurance company ($4M annually), Mortgage REIT ($5M annually), Golden Parachute merger transactions ($37M one time), LIFO ($15M annually).
- Multiple cycles (18 tax years) of IRS and state audit defense experience that includes appeals and litigation support at all levels up to the U.S. Supreme Court. Participation in many IRS programs including an original participant in the Pre-filing program. Extensive California audit appeals resolution experience.
- Albertsons had industry leading tax rate pre-merger. Post-merger the Company's tax rate was reduced by over 2.0%.
- Served on Albertsons Federal Credit Union Board for 2 years - $100M+ of assets.
From 2004 to 2011 Boyce served as CFO/Tax Director for 2 privately held regional companies which included:
- Responsibility and implementation of all accounting and tax functions, including FIN 48 and FAS 123R.
- Successful market planning and entrance into Las Vegas market.
- Technical analysis, planning and execution of treasury plan that resulted in a $600,000 annual investment income increase.
- Recruiting and development of staff to help company grow into a regional operator.
- From 1987 to 1992, Boyce began his tax and accounting career at Touche Ross/Deloitte & Touche where he served multiple corporate clients out of the Boise, Idaho office.
- Boyce graduated from the University of Idaho with a B.S. in Business Education in 1984 and has been a CPA since 1987 during which time he has been a member of the AICPA and the Idaho Society of CPA's (ISCPA).
- He has been blissfully wed to Mary for 27 years and proudly claims 4 kidos ranging from 13 to 22 years of age. When time allows, Boyce enjoys anything with his family, but kid's sports, outdoor activities and any competitive card game with the entire family is stuff he really enjoys!!
